A community-wide bulkhead failure — solved as one coordinated project

The Hillshire Lakes POA in Houston faced a problem no single homeowner could solve alone: a continuous bulkhead protecting 36 waterfront homes had reached the end of its service life. A failing community bulkhead threatens every yard, foundation, and structure behind it — and replacing it piecemeal, property by property, would have been slower, costlier, and structurally inconsistent.

The board needed a marine contractor who could engineer and execute the entire shoreline as a single, coordinated project — and handle the permitting, access, and resident communication that a 36-property job demands. They chose Jordan Marine Construction.

The Engineered Scope

Working to engineered drawings, JMC's scope covers the full replacement of the community bulkhead:

  • Cut back & clear existing structures that impede bulkhead access along the shoreline.
  • Remove & dispose of the existing failing bulkhead across all 36 properties.
  • Install 1,300+ linear feet of new engineered bulkhead per owner-provided drawings.
  • Supply & install 550 cubic yards of 1½"–3" crushed concrete backfill as designed.

Why It Takes an Engineer-Led Contractor

A project at this scale is fundamentally different from a backyard dock. It requires engineered design, coordinated permitting, disciplined change-order management, and — critically — access to and work across 36 separate homeowner properties, all while keeping the board and residents informed.
